1. Inshallah Khan Insha and Ibne Insha are two different ppl. Inshallah Khan Insha is much older. You may have heard of this sher from him: Kamar baandhay chalnay ko yaa.n sab yaar bethay hain Bohot aagay gaye baaqi jo hain taiyyar bethay hain
2. That one is one of the most famous poems by Ibne Insha.
3. That poem is written by one of Ibne Insha's fans after Ibne Insha passed away. I'm sorry I don't know the name of that poet.

yes had heard the ghazal of i-k-i you quoted from
uska khoobsoorat aur mashhoor sher:
na chaidh ai nighat-e-baad-e-bahaari, raah lagg apnee
tujhay athkhailiyaan soojhi hain, humm bezaar baithay hain

also, the following lines seem to indicate that the poet is qateel:
"nahi sirf Qateel ki baat yahan, kahin Sahir, kahin Aali hain
tum apnay puraanay yaaroN se, daaman na churaao insha ji"
but i was not sure
